Hazard Mitigation Funding Opportunity-Anouncement from Nebraska Department of Natural Resources
The two important questions are ‘how much’ and ‘when are applications due’? Unfortunately, the amount of funding question is largely unknown at this time because Congress has not allocated additional funding to the Disaster Relief Fund – the Fund from which HMGP is paid to States. The following amounts are strictly guesses based on the limited information available for each open disaster:
DR-1853 – declared 7/31/09: $740,588
DR-1864 – declared 12/16/09: $14,400
DR-1878 – declared 2/25/10: $36,159
DR-1902: Just declared April 21st for the early spring flooding
Keep in mind that everything is essentially frozen with HMGP until the DRF issue is resolved. When it is resolved, the amounts available for HMGP will likely rise rapidly – it is too early to tell how much at this time.
Application deadline: Due to the DRF issue, NEMA will be requesting an extension for applications for disaster 1853, but it is too soon to tell when the extended deadline will be. Also, keep in mind that this deadline is only for one of the four disasters listed above.
Other important considerations for HMGP funding:
1) This is 75% funding. A 25% non-federal match is required, and documentation of that match is required.
2) An approved all-hazards mitigation plan is a pre-requisite, and the project being applied for must be identified the plan. There are many mitigation plans in-process right now, so as long as the plan is approved prior to the application deadline this requirement will be satisfied.
3) A benefit-cost analysis showing a ratio greater than 1.00 is required
There may be other requirements that will vary depending on the type and extent of the proposed project.
